Grigor Dimitrov earned his third ATP World Tour title and second of the season, after Acapulco (d. Anderson) in February.
Dimitrov did not drop a set in four matches in Bucharest, including the 81-minute final against his Czech opponent. This was the 22 year olds first outing as a tournament top seed.
The Bulgarian will rise to a career-high No. 13 in the Emirates ATP Rankings on Monday.
Lukas Rosol had been aiming to become just the second player to retain his title at the ATP World Tour 250 clay-court tournament. Gilles Simon did so in 2008.
Horia Tecau clinched his third straight doubles title in Bucharest, teaming with Jean-Julien Rojer to beat Mariusz Fyrstenberg and Marcin Matkowski, the 2006 champions.
Tecau had partnered Robert Lindstedt to the 2012 crown and Max Mirnyi to last years trophy.
It was Rojer and Tecaus third ATP World Tour title of the season, which includes Zagreb and Casablanca.

Dimitrov: It feels good to have won. I lifted my game, not having been happy with my previous matches in the tournament. I knew I had to lift my level, especially after the first set. Lukas is a very good winner, who hit some outstanding winners. It was a pleasure to play in front of Ilie Nastase and other greats.

I have worked really hard to start winning titles. I have put in enough effort, time and sacrifices to get here.

Rosol: A run to a final was very good. It was a perfect week. If you had told me I would have reached the semi-finals at the start of the week, I would have taken it. Grigor was just amazing today. I played good tennis, but Grigor was better on the court and I had no answer. I am sure he will break into the Top 10 very soon.

Tecau: Its always great to win at home. We got great support from the crowd, but, of course, you also feel some extra pressure here. Im very happy that I won this title with Jules after winning here during the past two years as well.

Rojer: Im very happy, and even more so for Horia. It was our goal to win here. Hes won the title during the past two years and I really wanted to do so as well. Hes always been doing well here and I know how much it means to him.
